Problem/Symptoms
JDeveloper refused to start. It loaded up to ~600MB of memory and then it freezed. See image below:
Also IE was refusing to load the Home page.
Investigation
Checking the files accessed by JDeveloper, indicated the probable cause:

So after removing the files below
Tip:
Moreover, one of the most useful tips when you have problem with JDeveloper (not starting or performance degradation, crashes etc) is to remove JDeveloper's system directory.
The default location is
Close JDeveloper and remove it. Upon starting again, JDeveloper will recreate a new fresh one.
WARNING: All your JDeveloper settings (SVN settings, Preferences etc) will be lost!!!!

- C:\Documents and Settings\spiros\Local Settings\History\History.IE5\index.dat
- C:\Documents and Settings\spiros\Local Settings\Temp\hsperfdata_spiros\3736
- C:\Documents and Settings\spiros\Local Settings\Temporary Internet Files\Content.IE5\index.dat

under that directory is a directory named
system11.1.1.4.37.59.23
(for JDeveloper 11.1.1.4.0)Close JDeveloper and remove it. Upon starting again, JDeveloper will recreate a new fresh one.
WARNING: All your JDeveloper settings (SVN settings, Preferences etc) will be lost!!!!
